The rupee amount of the top-up is ₹3,100 minus the MSP in force that season, so it falls as the MSP rises. For paddy seed growers the price is the OSSC seed price (MSP + 30%) plus the same input assistance (₹3,100 minus MSP) (cl. 3(c)(ii)). Only paddy actually procured by the state agencies counts.

Papers you need
- Paddy farmer registration on the Food Odisha portal (P-PAS)
How to apply
- Register as a paddy farmer on the Food Odisha portal (P-PAS) of the Food Supplies & Consumer Welfare Department (cl. 3(b)(i), 3(b)(iv)).
- Sell your paddy to the Odisha State Civil Supplies Corporation or another agency approved by the department, through the normal procurement token (cl. 3(b)(i)).
- The input assistance is paid with the procurement payment, straight into your bank account (cl. 4(a)).
- Paddy seed growers registered with OSSOPCA get the input assistance on seed sold to the Odisha State Seeds Corporation (cl. 3(b)(ii), 3(c)(ii)).
