What it pays
35% of the eligible cost of the cluster’s common infrastructure (50% in Difficult Areas or for SC/ST, FPO and SHG projects), up to ₹10 crore.
What the document says, word for word
The grant is for the common infrastructure only; investment in the food processing units themselves is not funded under this scheme (para 3.1). Land, approach road, canteen and working capital are not counted (para 5). SC/ST means at least 51% SC/ST stake (para 6(b)). State-notified tribal (ITDP) areas are also Difficult Areas.

- CA certificates of net worth and of project cost (para 9(c), 9(d))
- Final term loan sanction letter and the bank’s appraisal note (para 9(e), 9(f))
- Registration papers, PAN, TAN, SC/ST certificate where applicable; last two years’ audited accounts (para 9(g), 9(i))
- Land documents — owned, or a registered lease of at least 50 years (para 9(j))
- Proof of the fee paid (para 9(k))
How to apply
- Wait for MoFPI to invite proposals (an Expression of Interest); applications are online only while it is open (para 10).
- Arrange at least 10 acres of land (5 acres in urban areas), owned or on a lease of at least 50 years, and plan at least 5 food processing units with ₹25 crore total investment (para 3.1, 3.4).
- Get a bank term loan (at least 20% of cost; 10% in Difficult Areas or for SC/ST, FPOs, SHGs) and the bank’s appraisal note (para 7(b)–(d)).
- Apply on the SAMPADA portal with the DPR and documents and pay the ₹20,000 fee (₹15,000 for SC/ST) by demand draft (para 8, 9).

Only while an EOI is open. The last APC EOI (14 May 2025) closed on 31 July 2025; none was open on 6 October 2026.
Combining with other schemes
The documents do not say whether this can be combined with other schemes. Ask the implementing office before you count on both.
