In villages with a sanctioned watershed project, soil and water conservation works can be built on your own land for a 10% contribution (5% for SC/ST, small and marginal farmers), and poor households can get 80% (SC/ST 90%) of the cost of a farm livelihood activity on their land.

Soil and water conservation (NRM) works on your own land in a watershed project are paid by the project except your 10% share — 5% if you are SC/ST or a small or marginal farmer — which you can give as cash or labour.

Your contribution goes into the village Watershed Development Fund, which later repairs common assets. Only villages in a sanctioned project are covered.

“The contribution to WDF may be 10% of cost of NRM works when executed on private lands. However, in case of SC/ST, small and marginal farmers, the contribution may be 5% of cost of NRM works. These contributions may be acceptable either in cash (preferably transferred electronically) at the time of execution of works or in the form of voluntary labour.”

A poor household can get 80% of the cost (90% for SC/ST) of a farming-system activity on its own land — such as horticulture, agro-forestry, fish or animal husbandry — from the watershed project.

What the document says, word for word

Meant for poor households in the project area. Distribution of animals, machinery etc. must be avoided (26.8). Your 20% / 10% share is deposited in the Watershed Development Fund.

“Such individual benefitting activities may be taken up to support the poor households. The contribution of the beneficiary will be 20 % (for general category) and 10 % for (SC/ST members) of the total cost estimate of the activity. However, contribution from project fund shall not exceed two (2) times per hectare cost norm (Rs. 22,000 and Rs. 28,000 for plain and hilly areas respectively).”

The works are costed in the watershed project plan at the State’s Schedule of Rates, within the project cost norm of ₹22,000 a hectare of project area (₹28,000 in hilly, desert and LWE/IAP areas); the guidelines print no per-farmer limit, so we show the rate only.

    How to apply

    1. Check whether your village is in a sanctioned WDC-PMKSY 2.0 project (ask the Gram Panchayat or see the WDC-PMKSY MIS); only project areas are covered.
    2. Ask the village Watershed Committee, formed by the Gram Sabha, to include the work on your land in the project plan; it approves works as per the action plan and DPR (cl. 13.2, 13.2.1(b), pp.36–37).
    3. Deposit your contribution in the Watershed Development Fund, in cash or as voluntary labour, when the work is done (cl. 26.1, p.72; 26.9, p.74).
    4. For an asset on your land, sign the agreement with the Watershed Committee that the Gram Panchayat keeps on record (cl. 26.4, p.73).
