Norm for individual farmers ₹55,000 per ha for the project tenure (seed, fertiliser/manure, cultivation, miscellaneous). We show the central share of 60% for normal states; the State may pay the other 40%, ask you to pay it, or share it with you (Activity IV, item 3). In NER and Himalayan States and UTs with a legislature the central share is 90%, in UTs without a legislature 100% — the document does not list those states, so we do not apply it automatically. Proposals from individuals are for at least 1 ha; you sign an agreement to keep the land under grass for 3 years or refund the whole assistance. Apply through the State Animal Husbandry Department.

The Department’s administrative approval for 2026-27 (April 2026, archived) covers implementation up to 30 September 2026 or until the scheme is approved for the 16th Finance Commission cycle, with ₹800 crore; ask your State Livestock Development Board or milk union whether the component is running in your district.
“3. Funding Pattern — All the components of Scheme will be implemented on 100% grant-in-aid basis except the components of: i) promoting sex sorted semen under the component assistance upto 50% of the cost of sex sorted semen will be made available to participating farmers;”Your cattle, buffaloes, sheep, goats and pigs are vaccinated against foot-and-mouth disease every six months, and female calves of 4 to 8 months once against brucellosis, with the vaccine, ear tag and vaccinator paid for by the Centre.
The guidelines do not print a “free of charge” line; they say the Centre buys the vaccine and pays the vaccinator in full. Calves under 4 months, sick animals and animals in advanced pregnancy are skipped in a round (cl. 2.4.6); first-time vaccinated calves get a booster after a month (cl. 2.2 ii).
“2.1. Salient features — In this component Government of India, centrally procure and supply FMD and Brucellosis vaccines and ear tags to States & UTs after quality control testing to ensure uniform quality. In addition to above, 100% financial assistance is provided to States for the following: - • Procurement of Vaccination accessories • Providing remuneration to vaccinators for vaccination and ear tagging and uploading the data on Bhart Pashudhan Portal; … 2.3. Funding pattern — Under NADCP 100% funding (100:0 sharing pattern) from the central government is provided for conducting vaccination program against FMD and Brucellosis”Call 1962 and, if the call-centre veterinarian finds it urgent, a van with a veterinarian, a para-vet and medicines comes to your farm to treat the animal.
The Government provides the medicines, surgical items and fuel for the van (cl. 3.3.2 v); the guidelines print no fee for the farmer, so ask the call centre whether your state charges one. The unit is sent only when the call-centre veterinarian judges the case emergent (cl. 3.3.2 viii).
“3.3.1. The 75% rate also covers "Hilly Area", which the guidelines do not list; if you are in a hilly state, ask your milk union which rate applies. Village-level milk-testing laboratories at the society or cooler (cl. 5.4.1) get 50% (70% in NER, hilly areas and UTs) (cl. 6.1.2.4).

For a large 50-cow unit the rates fall to 33.33% (SC/ST/milk cooperatives) and 25% (others). Open to small entrepreneurs, educated unemployed youth, SHG members and progressive dairy farmers, with a bank loan or own contribution. Tana Bhagat families get 100% for a 4-cow unit.

The speech fixes the cost at ₹60,000 per cow; the two-cow norm of ₹1,20,000 is that figure doubled. It names no eligibility conditions — ask the department. Members of milk co-operative societies and SHGs have a separate offer of milch cows at 75% subsidy through the Co-operation Department (para 33), for which no cost is printed.

This is the 2025-26 rate. For 2026-27 the Policy Note plans green fodder cultivation in 10,000 acres of farmers’ land at ₹7.00 crore without printing a per-acre rate; the acreage per farmer is not limited in the text.

Running: the Animal Husbandry & Veterinary Department’s Aadhaar notification of 21 Aug 2026 (Assam Gazette No. 494) says it is administering the ₹5-a-litre subsidy. The 900-litre monthly cap is from the Dairy Development page and is not restated there. Milk sold to private traders or straight to consumers does not count — only milk poured through a registered cooperative or farmer organisation to a processing unit.

Status unknown: the page describes the 2021-22 scheme with a 2022-23 target of 20 units; the Assam Economic Survey 2025-26 lists 7 dairy entrepreneurs as a 2024-25 target, and we found nothing for 2025-26 or 2026-27.

These are the 2025-26 plan rates; the 2026-27 detailed project report was not yet published on the department site when read. Priority goes to farmers pouring milk to a dairy co-operative, women, SC/ST and applicants under 40.

Minimum 20 cents, in multiples of 10 cents; no upper limit on area. ₹19,250 of the ₹38,000 is the value of the 27,500 slips per hectare given free. Below 20 cents the department gives slips only (para 07.01.02).

Value of root slips supplied /hectare of land is estimated to be Rs. 19,250/-. Only healthy crossbred female calves aged 4–6 months from the calf birth register are selected. A revamped “Digital SLBP” (unit cost ₹60,000 per calf, 50% = ₹30,000 from government, paid by DBT) is being piloted in Pathanamthitta district for 800 calves in 2025-26 under G.O.(Rt) No. 630/2025/AHD; it is not counted here.

The scheme funds units of exactly 4 or 10 milch animals (para 7); enter 4 or 10. Applicants must be 18–60, residents of Haryana and not in government service; groups and firms cannot apply (para 13). Units of 20 and 50 animals get interest subvention once an amendment is approved (para 14(iii)).

Status unknown: the department page is current (last updated 13 May 2025) but carries no year; the 2026-27 budget gives ₹42.02 crore to the department’s “self-employment and beneficiary schemes” without naming these units.
“Cow rearing … Providing a milch cow up to the fourth age in the cow rearing scheme. Out of the total cost of the scheme Rs. 40,000.00, 90 percent of the amount Rs. 36,000.00 is being borne by the state government and 10 percent of the amount Rs. 4000.00 is to be borne by the beneficiary. … Interested beneficiaries of SECC category of Scheduled Castes and Tribes will be eligible”The state pays 90% of the interest on the bank loan for a listed dairy, mule, sheep/goat, pig or poultry unit.
The rupee amount depends on your loan and its interest rate, so we show the share only. Status unknown: the compendium (Feb 2025) is undated and no 2025-26 or 2026-27 order naming the scheme was found; the 2026-27 budget’s ₹42.02 crore for the department’s self-employment schemes does not name it.

The speech says “farmers associated with some institutions”, so not every society may be covered; it also raises the procurement price of cow milk to ₹61 and buffalo milk to ₹71 a litre (para 31). The only document is the 2026-27 budget speech; no implementing notification was found on the department sites.
“My Government had started a Milk Incentive Scheme last year for registered cooperative institutions of Himachal Pradesh related to milk procurement. Under this, the Government is giving farmers associated with some institutions an incentive amount of 3 rupees per liter directly into their account through DBT. … therefore my Government from the next financial year will increase the assistance of 3 rupees per liter to 6 rupees per liter.”Two-cow unit (about ₹2 lakh): 40% of what you spend, at most ₹80,000.
One unit (2 cows, first or second calving) per keeper (para 4(viii)). Since the 23 Oct 2024 amendment (GO 895) the scheme covers all 75 districts and transit insurance is optional; since the 13 Feb 2025 amendment (GO 70) insurance is for 1 year, renewed yearly by the keeper for 2 more years.

Per cow, once in its life, for its 1st, 2nd or 3rd calving; at most two cows per keeper; individuals only, not groups or firms (paras 4, 6). The state may limit numbers to the funds available (para 5). The verification committee was changed by GO 1047/53-2-2023 of 23 Nov 2023 (procedure only).

Cost is counted at ₹1,00,000 a cow (Gangatiri ₹70,000) (para 4(v)); any cost above the estimate is the keeper’s (para 5(ii)). Earlier Kamdhenu / Mini / Micro Kamdhenu beneficiaries are not eligible (para 8(i)(छ)). The GO launched it in 10 divisional HQ districts in 2023-24; the department website now says 18 divisional HQ districts.

This is training, not a capital subsidy for animals. The document does not split the ₹5,000 between the course, stay and allowance.
“Under this scheme, two weeks training in dairy techniques is imparted to the 5th passed rural people of age 18-50 years at Dairy Training and Extension Centres … The trainees are provided boarding, lodging and daily allowance to compensate for their lost wages. The training cost is ₹5000/- per trainee.”
